IPSWICH — The Select Board voted unanimously to dissolve its STAR Fund and split $2.2 million between depreciation and rate stabilization accounts. Vice Chair Michael S. Dougherty moved the measure, seconded by Sarah Player, passing 4-0 to address auditor concerns about the fund's structure.
Utilities Accountant Ray Leczynski reported the current auditors raised concerns though previous auditors had approved the fund at its 2019 creation. ELD Manager Dylan Llewellyn reported the department is approximately $1 million below budget and expects that shortfall to increase given recent cold weather, while fast charger installations are planned for March on Linebrook Road.
