Finance Committee finalizes FY27 goals, prioritizes capital needs

IPSWICH — Finance Committee finalizes four fiscal 2027 goals and prioritizes capital strategy for the coming year. Chair Emilie Smith and the committee adopted objectives focused on clear fiscal 2027 budgeting, capital plan process strengthening, equipment maintenance oversight, and revenue monitoring. Finance Director Catherine Gabriel presented second-quarter budget updates with year-over-year comparisons.
The committee received recommendations from the Government Study Committee on two citizen petitions: that the Select Board assume Planning Board appointment authority and that an independently elected Electric Light Committee replace the Select Board as commissioners of the Electric Light Department, a model used by more than 30 of Massachusetts' 41 electric light departments.
