Ipswich housing boards advance transfer-tax proposal for town meeting. The Affordable Housing Trust Fund voted 4 to 0, and the Ipswich Housing Partnership voted 7 to 0, to propose a 2 percent local transfer fee on property sales above $1 million. Chair C.
Allen presented sales data and discussed fee percentages, threshold values, and certificate-generation responsibilities. The boards plan to present the proposal to the Select Board on January 20 and seek legislative support for pending state bills S1937 and H3056.
