IPSWICH — Select Board examines municipal electric utility capital financing and policy. CEO Tom Barry presented the MMWEC pooled loan program for infrastructure projects; Board members discussed a possible non-binding ballot question. ELD Manager Dylan Lewellyn proposed revising the distributed generation policy, which has not been updated in years, identifying low crediting rates and unchanged ten-year-old interconnection fees as primary concerns.

Lewellyn committed to returning with a draft revised policy or detailed responses to Board feedback. The department reported Gold Reliable Public Power Provider designation and excellence awards in safety and reliability.
