Chair Charles Surpitski and four fellow members voted unanimously on Articles 1 through 12, with Article 13, authorizing borrowing for Public Safety Building construction, passing 4-1, Vice Chair Michael Dougherty opposed due to affordability concerns. The Board voted 5-0 to recommend indefinite postponement of Article 15 on Electric Light Department governance, noting that presenting a report and requesting action the same evening was inappropriate.
