Subcommittee Asks for Water Rate Factor Analysis

The Water & Wastewater Subcommittee asked staff to model seasonal rate factor modifications as rising capital costs push bills higher.

Waste Water Subcommittee · Meeting of June 3, 2026

IPSWICH — The Water & Wastewater Subcommittee asked staff to model seasonal rate factor modifications as rising capital costs push bills higher. Chair J. Engel directed the analysis through fiscal year 2028 after staff presented options for adjusting the seasonal rate factor, currently set at 1.5; any modification must be finalized before the utility sets the winter rate.

The Subcommittee also discussed two major infrastructure projects nearing completion—the Drinking Water Treatment Plant at 100 percent design with final approval pending and the Town Wharf Sewer Pump Station at 60 percent design with $500,000 in state MVP grant funding—and a proposed customer hardship relief fund, which staff recommended against due to resource constraints. A level 3 critical drought has been in effect since late May, with a full outdoor water use ban now in place under new state requirements.
