Ipswich water subcommittee cut the seasonal rate factor from 1.5 to 1.3. Michael S. Dougherty championed the move to recommend a winter water rate of $11.69 to the Water Commissioners, arguing the reduction would balance the seasonal rate program's demand-management purpose with customer hardship.
